Export Control & Compliance
Montline's export control position, end-use requirements and buyer obligations, including the status of dual-use classification and the cases in which we decline.
Our position
The UAV systems, payloads, communication modules and software that Montline designs and integrates are built for industrial and public safety work: inspection, survey, logistics, environmental monitoring, emergency supply delivery and search observation.
We do not accept customisation for weaponised use. We provide no warhead, ordnance release, target designation or strike-process functionality, and we take no part in modifying products into such use. This applies to every customer and every market, without exception.
Dual-use classification status
China administers export licensing for dual-use items and technologies through a controlled-item catalogue. The precise classification of our products is being confirmed with the competent authority. Until that conclusion is issued, we apply the stricter reading:
- We give no written assurance that no licence is required.
- Destination, end user and end use are assessed order by order.
- Where a licence is required, shipment follows only after it is obtained.
Buyer obligations
The purchaser confirms in writing that it will:
- Not put the products to weaponised use, and not modify or divert them to such use;
- Not re-export or transfer to third parties without written consent;
- Comply with destination-jurisdiction requirements for UAV registration, airspace, radio spectrum and operational approval;
- Obtain, where applicable, its own airworthiness certification and operational approval for manned configurations;
- Cooperate with our export declaration and end-user verification obligations.
When we decline
- End use or end user cannot be verified, or the information supplied is inconsistent;
- The requirement is weaponised, strike-related or military;
- The destination is comprehensively sanctioned, or a party appears on an applicable sanctions or restricted-party list;
- You ask us to bypass declaration, split shipments, or conceal end-user information;
- The arrangement is evidently intended to circumvent our regulators or those of the destination.
We are not liable for indirect loss arising from a declined transaction.
Sanctions and list screening
We screen customers, end users and destinations against sanctions and restricted-party lists and re-check before shipment. Where a list is updated or a party's circumstances change, we may suspend or terminate performance even after an order is confirmed.
Data and software
Software, models and documentation delivered with products are covered by this page. Where cloud-side capability is accessed across borders, data location and the parties with access are set out in the contract; offshore storage is not enabled by default.
Changes
This page is updated as regulations evolve and as our classification conclusion advances. Confirmed orders are governed by the compliance terms agreed at signature, except where law mandates otherwise.
